Methodology — short version

Each policy area is scored 0–100 by triangulating three inputs: the legal text (ratification status, transposition notes, statutory minimums); implementation signal (inspection records, public reporting, confirmed cases); and lived testimony (interviews with currently-sailing women in the country's fleet, anonymised).
